LCBC GEF Project

Project Title
Reversal of Land and Water Degradation Trends In the Lake Chad Basin Ecosystem: Establishment of Mechanisms for Land and Water Management.

Objective
The long-term objective of the Lake Chad Basin Commission (LCBC) GEF project is to achieve global environmental benefits through concerted management of the naturally integrated land and water resources of the Lake Chad Basin. The specific purpose of the project is to overcome barriers to the concerted management of the basin through well-orchestrated and enhanced collaboration and capacity building among riparians and stakeholders.

Project's Outcome
The LCBC GEF Project has six outputs;

Output 1: Project Mechanisms and established Program Co-ordination Unit (PMU) and country lead agencies
Output 2: Enhanced regional policy and institutional mechanisms
Output 3: Strengthened stakeholder participation and education, involvement of stakeholders through development of local initiatives
Output  4: Key Measurements, TDA  and synthetic basin framework
Output  5: Demonstration projects to test methodologies, stakeholder involvement and implementation modalities.
Output  6: Donor support mobilised for GEF SAP and LCBC Plan implementation

Implementing Agencies
The UNDP and the World Bank are the GEF Implementing Agencies for this project. UNDP has responsibility for the implementation of Outputs 1, 3, and 4, while the WB has implementing responsibility for Outputs 2 and 6.  Output 5, the pilot demonstration activities, are shared by the two Implementing Agencies.

UNDP is the Implementing Agency for the following Pilot Demostration projects:
• Land Use Impacts in the Head Waters of the Lake Chad Basin ($0.250 million)
• Lake Chad Shoreline and Northern Diagnostic Basin Pilot Projects ($ 0.8 million)

World Bank will be the Implementing Agency for the following Pilot Demostration projects:
• Lake Fitri ($0.5 million)
• Komodougou-Yobe ($0.48 million)
• Chari-Logone ($0.48 million)

Executing Agency
The Executing Agency for the project is the United Nations Office for Project Services (UNOPS).  Effective  coordination of the project is the responsibility of the Project Management Unit (PMU) and the Implementing Agencies will work through the Steering Committee and the PMU to ensure the requisite level of coordination.

Project Steering Committee
The Project Steering Committee comprises of representatives of the two GEF Implementing Agencies, one member from the Executing Agency, one member designated from each of the participating countries, and two representatives of the LCBC.  The Executive Secretary of the LCBC shall Chair the PSC.  The Project Manager of the Project shall serve as an ex-officio member of the PSC.

The PMU is situated in the headquarters of the LCBC in Ndjamena. The principal staff of the PMU comprises the Project Manager, Director of Administration and Finance, Information Technology and Scientific Officer and the Remote Sensing Specialist. Each LCBC Member State has a National Coordinator, and each pilot project site will have one or two Community Coordinators (depending on the site requirements).

Inter-Ministerial Coordinating Committees
Each of the Participating Countries has established an Inter-Ministerial Coordinating Committee (IMCC).  Each IMCC functions to coordinate country level activities necessary to the formulation of the Trans-boundary Diagnostic Analysis (TDA) and the Strategic Action Program (SAP).

Project Completion
The project is expected to end in June 2008.
