Component 2: Pollution from land-based activities, including persistent organic pollutants: implementation of SAP-Med and related NAPs

This component aims to develop, draft and propose national and regional legal, policy and institutional reforms that address SAP-MED and NAPs priorities to reduce pollution in the Mediterranean. It also seeks to achieve the financial sustainability of future respective activities. More specifically, the activities of this component focus on the facilitation of policy and legislation reforms for pollution control; establishment of sustainable financing mechanisms for pollution control activities; transfer of environmentally sound technology; and provision of support to the implementation of the Stockholm Convention regarding the disposal of Polychlorinated Biphenyls (PCB) stockpiles in Mediterranean countries.

Sub-component 2.1. Facilitation of policy and legislation reforms for pollution control
(Executing partner UNEP/MAP-MED-POL)

This sub-component aims to develop and improve the legislative and institutional framework in the region and to implement NAP priority actions that will protect and reduce the inputs of contaminants to the Mediterranean marine environment from land-based activities.

Activities focus on:

reducing metal inputs through improved management of phosphogypsum wastes produced by the phosphate fertilizer production process.

controlling chromium, Biological Oxygen Demand (BOD) and nutrients in tanneries.

recycling and regenerating used lubricating oils.

recycling lead batteries.

assessing the magnitude of riverine inputs of nutrients into the Mediterranean Sea.

setting Emission Limit Values (ELV) for industrial effluents and establishing Environmental Quality Standards (EQS).

updating Inspection Systems.

Sub-component 2.2. Transfer of Environmentally Sound Technology (MED-TEST)

This sub-component aims to address pollution from land-based activities of priority industrial pollution hot spots identified in the Strategic Action Plan of the Mediterranean Sea. It will primarily address industrial hot spots of the Mediterranean basin in each of the participating countries, which are associated with persistent toxic substances (PTS), and will serve to demonstrate the introduction of an integrated approach, including the adoption of best available techniques (BAT), cleaner production technology, appropriate environmental management and accounting practices.

Activities focus on:

capacity building of national partners

demonstration projects at pilot industries

dissemination and replication  at national and regional level

Sub-component 2.3. Environmentally Sound Management (ESM) of equipment, stocks and wastes containing or contaminated by PCBs in national electricity companies of Mediterranean countries
(Executing partners UNEP/MAP-MEDPOL & UNEP/MAP-SCP/RAC)

This sub-component aims to introduce environmentally sound management (ESM) to all stages of the "life-cycle" of electrical equipment containing or being contaminated with PCBs. It builds on priorities identified in the NAPs, the Stockholm Convention National Implementation Plans (NIP) , and on existing initiatives in some Mediterranean states. It seeks thus to  provide a first, harmonized initiative on PCBs that meets the obligations of the Stockholm and Barcelona Conventions and is compatible with the requirements under the Basel Convention to which all the Mediterranean states are party. .

Activities focus on:

reviewing and reforming institutional and legal frameworks for the implementation of Environmentally Sound Management of PCBs.

implementing demonstration projects to improve management and disposal of PCBs.

building technical capacity for ESM of PCBs equipment.

raising awareness on the importance of ESM of PCBs equipment.

building national capacity to implement PCBs phase-out and disposal programs.
