This Category 2 background document was submitted by the REC, with the support of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, to the Sixth Ministerial Conference “Environment for Europe”, held in Belgrade, Serbia, in October 2007. The main objective of the paper was to present existing environmental financing trends and to propose recommendations for decision makers in the region on improving the effectiveness of financing from domestic and external sources.
