This working paper was prepared by the REC with the Federal Ministry of Agriculture, Forestry, Environment and Water Management in Austria. It is based on key themes discussed at a training held in 2005 on the establishment of an environmental fund in Montenegro. The report reviews all key aspects of environmental fund operations that should be taken into account while establishing an environmental fund or other environmental expenditure programme.
