System Maintenance

As with any software system, the DSF requires maintenance. A set of Operational Procedures have been developed to guide the MRC in making use of the DSF amongst the four countries and the Secretariat. The scope of the procedures covers:

  1. Definition of key terms
  2. Institutional Arrangements
  3. Access to the DSF
  4. Operating the DSF
  5. Updating the DSF
  6. Upgrading the DSF

The guiding principles for these procedures are that the DSF is to be operated and maintained in a manner that encourages mutual trust between countries through the information provided and that therefore the integrity of the DSF needs to be maintained transparently.

Arrangements for administrating the DSF have been proposed to MRC, built around DSF Managers at each location supported by trained Administrators. Guidelines for the Administrators have been prepared.

Routine coordination between DSF users will be conducted through a Technical Coordination Committee acting under policy guidance from ISDIT (or its successor, TACT).

The Technical Support Division (TSD) is the guardian of the DSF and ensures coordination with other MRC programmes through the Programme Coordination Group established at the Secretariat.

At appropriate intervals, the core data in the Knowledge Base will be updated drawing principally from the MRC Integrated Database. Quality Assurance Procedures for the Knowledge Base have been prepared. The master copy of the DSF will be updated first, and thereafter updates will be issued and uploaded by the System Administrators.

The modular design of the DSF is particularly suited to introduction of new software and software updates. The source code for the DSF software is to be held by MRCS and Programmers Guides for all components are provided. Similar procedures are to be adopted for system upgrades as with core data updates.
