A
comprehensive Caspian Sea Information System (CaspSIS) on human resources,
institutions, databases (data sets), programmes and projects, as well as a
Caspian Sea Bibliography is being developed in a framework of the CEP Data and
Information Management Theme.
Directories
of metadata can play an important role in improving the overview and exchange
of data, information and knowledge, related to the marine environment. At
national, regional, and global levels it is recognized more and more, that meta
databases are an effective way of organizing and stimulating communication and
cooperation between and among scientific institutes, governmental departments
and others, involved in research, education, management and policy making. As a
first step, the development of a meta-level information system with an overview
of regional and national capabilities as well as human resources is essential.
The system includes easy to use retrieval software, which supports (in menu and data)
both the English and Russian languages. Taken together, these directories and
the user-interface facilitate an effective overview of data, information,
people and resources for the Caspian Sea region and stimulate the exchange of
data, information, and expertise among managers, policy makers, scientists and
other users involved in Caspian Sea related activities.
The first version of the system was created during the CEP Phase I by Mr. Myroshnychenko
under supervision of Dr. Vladymyrov.
The data loaded into the system were prepared by the responsible persons nominated
by the National Focal Points. They are: Nazim Aliev (Azerbaijan), Farnaz Shoae
(I.R. Iran), Aidos Malybayev (Kazakhstan), Eduard Kononov (Russia), and Kurban
Ishkabulov (Turkmenistan). Some additional data were also provided by Alla
Mazhnik (Russia, KaspNIRKH). Database of Events was provided by the CIP (Russia)
and at the moment exists only in Russian.
In 2005-2006 CEP PCU undertook updating of the CaspSIS. Countries data were prepared by the responsible persons nominated
by the National Focal Points. They are: Irada Buniyadzade and Samir Huseynov (Azerbaijan), Ali Mashinchian
(I.R. Iran), Serik Timirkhanov and Almaz Akhmetov (Kazakhstan), Anatoly Savelyev (Russia), Jakhan
Annacharyyeva and Akmurad Akmuradov (Turkmenistan).
