This publication provides guidelines on progress monitoring, benchmarking and the use of environmental compliance and enforcement indicators. The guidelines are targeted at inspectorates from South Eastern Europe but are transferable to other regions. The publication is based on the assumption that environmental institutions and inspectorates would benefit from a theoretical and practical strengthening of their capacities to carry out benchmarking and progress monitoring. Although countries in the region already use such management tools, the authors and contributors believe that benchmarking, progress monitoring and the use of compliance and enforcement indicators have a far greater potential to help countries and institutions to improve their practices and performance.
